"Madam President, I endorsed the interesting and comprehensive report on transforming Europe for a post-crisis world. I did so in the hope that the course of action proposed in the report will reduce the growing disproportions in development between the different EU Member States and slow down the ‘brain drain’, which the report calls – too politely, in my opinion – intellectual mobility. Therefore, to secure the sustainable development of Europe, we must allocate increased funds to the development of innovation and to research projects in the EU’s new Member States. We should encourage governments that as well as increasing budgetary means allocated each year to research, they should establish a percentage of their budget as a minimum threshold which must be used on research and development-type projects. However, the amount spent on research and development should not in any way reduce future budgetary plans for the European Union’s current priorities, such as the common agricultural policy or cohesion policy, because they are fulfilling their role well."@en1
