"Madam President, childhood undoubtedly has fundamental significance for the physical, mental and social development of children. We must therefore understand that the return on investments into pre-school education is the guarantee of future growth. Apart from this, many studies have already shown that funding used in this way brings considerable economic and social advantages in the medium and long-term.
The best and most natural way to secure support of this kind is to protect the family as the basic unit of society. Parents are the first and most important teachers of their children, and thus the legal framework should not contain provisions which penalise parents for personally caring for their children, particularly in the early years. This agenda is within the exclusive competence of the Member States. It is more than desirable for the Union, through its coordinating role, to contribute towards improving the situation in the individual Member States."@en1
