"Mr President, ladies and gentlemen, first of all, I would like to thank Mrs Honeyball for the work she has done. Ensuring that all children have access to education and support structures in their earliest childhood must become a right both for parents, especially for mothers, but, above all, for children themselves, because it means that they can lay solid foundations for their education, be supported in their social integration and personal development, and have a better chance of finding a job once they become adults.
More generally – as other fellow Members have reiterated – the Commission’s Communication on the EU strategy on the Rights of the Child states that, in 2009, more than 6 million young people dropped out of the school system, having barely completed lower secondary education and, of these, 17.4% did not go beyond primary school. These figures are worrying and lead one to think that the school and educational system is often neglected and does not receive the investment it needs.
Investing in the quality of education, right from the first years of life, represents not only an essential starting point for a child’s cognitive, sensory and motor development, but is also a prerequisite for building an inclusive society that offers a wealth of opportunities for future generations.
In addition, the improvement in the quality and number of nursery schools and structures for early childhood – as provided for in the objectives set out in the conclusions of the European Council meeting in Barcelona – allows working parents to balance home life and work. Unfortunately, however, the statistics show that many Member States still have a long way to go before they reach these objectives."@en1
