"Mr President, the process of early childhood education is one of the most important duties both of parents and the state. In this context, it is important and appropriate that the resolution stresses the significance of the early teaching of regional and minority languages. Of particular importance is teaching using the mother tongue as the medium of instruction, because it is known that the language in which children think is also the one in which they more successfully assimilate knowledge. Therefore, it is unacceptable that in schools for indigenous national minorities, instruction in a language other than the mother tongue should be introduced from the first and second years, something which was recently decided by the Lithuanian Parliament. The compulsory introduction of bilingual instruction is understood unequivocally by the Poles who have lived in Lithuania for over seven centuries as discrimination which should be brought to an end."@en1
