"Mr President, the parts of Mrs Schaake’s report which speak about the need to increase the mobility of young people from European neighbouring countries are very important. While, on the one hand, it seems to me that over-involvement of the European Union in cultural activity in the Member States is not necessary, I think, on the other, that in view of what is happening today in Tunisia, but also in view of the events of two months ago in Belarus, it is important that the European Union, with its cultural message and its message about democracy and the rule of law, addresses itself to the young elite of neighbouring countries, and that money is found for youth exchanges, joint courses of study, travel, the establishment of universities and support for teaching programmes. Such programmes do exist in the Member States – at the Centre for East European Studies in the University of Warsaw in Poland, for example. This should be seen as an example, and it is to be welcomed that Mrs Schaake is pointing us in this direction today. Without this, we will not be able to achieve anything."@en1
