"Madam President, a series of studies being carried out by the Member States illustrates that domestic workers face various problems, including low wages, discrimination, a heavy workload, conduct unbecoming on the part of employers and even sexual harassment. These problems are compounded by the fact that they are not treated as employees and therefore have no protection under international conventions or EU case-law. The term ‘domestic worker’ therefore urgently needs to be changed to ‘domestic employee’ and the question of contracts and terms of employment urgently needs to be regulated. Approval of an ILO Convention on domestic workers would be a first step in plugging the existing gap, by safeguarding rights in connection with their employment, pay rises, the adoption of criteria for employers or even by clarifying that domestic employees need not necessarily stay in the employer’s home. As part of this endeavour, the European Union, in cooperation with the Member States, should seek to amend existing legislation, so as to cover domestic employees and, most importantly, to encourage cooperation between the Member States and exchanges of best practices."@en1
