"Mr President, in the speech I made here in Strasbourg last November, I highlighted the significant differences that exist between the old and the new European Union Member States when it comes to financial support for the research and development sector. In the long term, this will result in substantial imbalances in the development of the individual European Union Member States, and in the phenomenon given the ugly name of ‘brain drain’ by journalists, which is mistakenly referred to as intellectual mobility in the report. In order to guarantee sustainable development in Europe – and I would emphasise the word sustainable – the EU must earmark more funding for the development of innovation and research projects in the new EU Member States, under the heading of sustainable development. It is also worth encouraging the individual governments to increase the sums allocated from the budget each year to research, and also to set a minimum percentage of the budget which must be used for projects of this kind. A further key issue is the funding of innovation in the SME sector, upon which we should place much more emphasis."@en1
