"Nations are powerless to act alone in the face of the major challenges of our times. Multilateral action is the only way that States can get to grips with the challenges facing our world. The economic, financial and food crises, climate change and conflicts have made us realise that we urgently need to create a form of global governance, or what Jacques Attali calls a ‘world State’. Naturally, Europe has a role to play in this new global political arena as a soft world power based on standards, rules and leading by example. Under the Treaty of Lisbon, Europe has the foundation it requires in order to assert itself politically as well as economically."@en1
