"The Libyan crisis has revealed the limitations of the European Union’s external action in both diplomatic and military terms. At the moment, the unity of intent of which so much has been said seems to have been thwarted by the rightful aspirations of the Member States to retain their prerogatives in the area of security policy. I do not agree with the idea of calling for a larger budget for this policy without there being real agreement among national governments on the use of these funds. As I think this kind of policy should be on the list of national competences, I feel I must vote against this report."@en1
