"I support this proposal and recommend that measures be taken to remedy the difficulty of finding professionals for civilian missions, the most utilised form of intervention. As regards gender mainstreaming in line with United Nations Security Council Resolution 1325, and to make civilian and military missions more effective, I recommend that female personnel be involved as appropriate at every level of crisis management. I would stress the need for women to be included in senior-level decision-making positions, regular consultations with civil society, and that capacity to work on gender issues within missions be enhanced. I call for the establishment of adequate public complaint procedures in the context of common security and defence policy (CSDP) missions, and call on Lady Ashton to include a detailed report on women, peace and security in the six-monthly evaluation of CSDP missions. I believe this would enable the experience acquired to be turned to account from a political, strategic, technical, legal and operational point of view and, in the long term, could provide a starting point for improving interventions under way and for criteria to be applied to emerging crises so as to make for the best possible balance between strategic interests and available resources."@en1
