"Brussels, which is considered by some to be second only to Washington as a mecca for lobbyists, needs proper regulations and clearly-defined principles of cooperation between decision makers and representatives of various interest groups. We should remember that lobbying, interpreted as advocacy by various social groups, is an indivisible part of contemporary democratic systems. Once again, Members have expressed their support for the introduction of transparency. A common register of lobbyists will increase transparency in EU institutions. It will also distinguish between representatives of pressure groups and representatives of non-governmental organisations and government organisations. There is no doubt that interest groups present a platform for the exchange of information and are an important channel of communication between citizens and the European Union. To make this cooperation as effective as possible so that it achieves the expected results, it should be regulated and transparent."@en1
