lpv:translated text	"I support this decision because it makes a significant contribution towards strengthening transparency by approving the conclusion of an agreement between Parliament and the Commission on the establishment of a common transparency register. In a representative democracy, it is important that Union institutions be able to establish and maintain open, transparent and regular dialogue with the public, their representative associations and civil society. Following the increase in Parliament’s powers under the Treaty of Lisbon, it has become essential, in the interests of transparency, to establish a common register between Parliament and the Commission for the registration and monitoring of organisations and individuals participating in the development and implementation of EU policy. It is therefore necessary to modify Parliament’s Rules of Procedure in order to institute the mandatory registration of any lobbyists in contact with Members of Parliament, the European institutions and their staff.
