I should like to point out that it is also a shared resource, that is to say, a resource over which no one can claim exclusive ownership or an ‘entitlement’. If it is both a shared resource and a scarce resource, we need to understand how it is utilised today; in other words, we must carry out an in-depth study of all the stakeholders in the spectrum, including the civil security and military services. The way in which it is used today is far from optimal. We should encourage the use of technologies that allow different services to cohabit. Let us not forget either that not all uses are necessarily commercial in nature and therefore do not necessarily yield a profit – I am thinking of the use of the spectrum for cultural or public service purposes, for instance."@en1
