"Although the final vote was postponed, we voted on several amendments. These ‘exceptional trade measures’ with the partners in the Western Balkans, under the EU Stabilisation and Association process, are indeed preferential tariff measures which guarantee easier access to the EU market for the partner countries’ exports. They need to be notified to the World Trade Organisation. The programme ran out at the end of 2010, and what we have now is simply the extension to it. It has been blocked because of the delayed comitology decision. Early in January 2011, the International Trade Committee made a proposal to the Council to ensure that the procedure was speeded up, but received no answer. Thus, Parliament had to await the adoption of the Szájer report on comitology in March in order to proceed further. An informal trialogue resolved the issue to permit adoption at first reading. The delay has created hardship in some receiving countries, and particularly in Kosovo, and Parliament has been wrongly blamed for this."@en1
