"This recommendation for second reading concerns the Council position on the adoption of a regulation of the European Parliament and of the Council on textile fibre names and related labelling and marking of fibre composition of textile products. The textile sector is very complex and represents a significant share of economic activity in the Member States. The rapporteur has managed to reach an agreement on issues as controversial as origin marking, non-textile parts of animal origin, hazardous substances and others. Furthermore, he has managed to include a review clause which allows obstacles to the proper functioning of the Internal Market to be eliminated. Despite some initial difficulties, it was possible for the three European institutions to come to an understanding, which amounts to a very satisfactory result. The Council can therefore quickly adopt this legislation with a view to its entry into force in January 2012, which would greatly benefit consumers. I am therefore pleased with the consensus that has been reached, and I am voting in favour of this regulation repealing Council Directive 73/44/EEC, Parliament Directive 96/73/EC and Directive 2008/121/EC of the European Parliament and of the Council."@en1
