Madam High Representative, I think that it is necessary to establish an institutionalised dialogue on key strategic issues such as energy policy, stability in the Western Balkans and the Caucasus regions, Iran’s nuclear dossier or the democratic awakening under way in the Middle East. Turkey, in particular, can play a constructive role in helping the EU consolidate the gains of the recent democratic awakening in the Middle East. However, such dialogue should not substitute but complement and reinforce Turkey’s accession track."@en1
