"Mr President, let us stop moaning that we do not have a common European policy. In some areas, we do have a common policy, while in other areas, we do not. In fact, as far as the Neighbourhood Policy is concerned, a common policy is in operation. The new Member States are able to support the West in North Africa in a unique way because the West does not have the necessary credibility. That credibility is provided by those who carried out the revolutions in the countries of Eastern Europe. In the East, we all have interests in these matters – in the East just as in the West. However, the old Member States have the money, they have the means. We need that money to pursue a common Neighbourhood Policy in both the East and the South and to build our credibility. While we are talking about policy in the area of defence – what kind of a defence policy is it in which Europe does not have an army? Sixty European aircraft are operating over Libya – 60 deaf and blind aircraft. There is no intelligence service, and these aircraft are not in a position to carry out their mission effectively. If the Americans had not joined the mission at the beginning, the mission would not have achieved anything. There would be no effect at all. So let us stop moaning that we do not have a common policy. As long as we do not have a common army, we will not have a common policy on security and defence."@en1
