"− Mr President, Mrs McGuinness made an important point just now, namely that there is a moral and ethical dimension to this issue, given all the public health, biodiversity and economic concerns we have raised. That is why – and I say this to Mrs Westlund and Mrs Roithovà, as well as to other speakers – the Commission is determined to act. In order to support the impact assessment, which will demonstrate the justification for this initiative, the Commission will propose tightening up EU legislation, in particular so as to improve inspections and enforcement of the Waste Shipments Regulation. This should greatly reduce the considerable number of illegal shipments. All possible solutions are being examined. Give Mr Potočnik the few weeks he needs to draft this legislation. I can say on his behalf that it will be before the end of this year, 2011, that the Commission, taking into consideration the very important debate that you have held, despite the late hour, presents its legislative proposals to step up the fight against these illegal shipments and all their consequences."@en1
