At the same time, unemployment of young people under 25 is approaching 20%, while the persisting financial crisis is leading to a reduction in the employment rate, rather than the target of an annual 1% rise. How, and with what provision in the draft budget will the Commission attempt to achieve by next year the objective of an average 1% increase in employment in the EU?
