"Mr President, I would like to speak about one issue only. Twenty-five years after Chernobyl, there is a need to rebuild the sarcophagus, but we see how difficult it is to gather the financial resources: how difficult it is to get the financial resources from those European Member States that are, at the same time, worrying very much about nuclear safety.
We have to make sure that the long-term commitment is there for as long as the long-term risk of the nuclear facility in Chernobyl remains. The public commitment needs to be not merely verbal, but also financial; and human resources are necessary too, to provide the skills required for the long term – for as long as Chernobyl remains unresolved. We may not realise at this stage what is required in terms of Member States’ financial resources, but until we understand the problem we will continue, for the most part, to pay mere lip service to tackling it."@en1
