"Mr President, in spite of the fact that I live a relatively long way away, in Poland, I feel that I understand entirely the concerns provoked by uncontrolled immigration into France or Italy. Immigration from North Africa quite naturally exacerbates cultural and social tensions, and intensifies pressure on the social budgets of the Member States. We therefore have a lot to discuss, and we should not try to ignore the matter. French, Italian and Maltese citizens are today faced with the highest bills on account of the fact that controls along the European Union’s external borders are simply not working. The European nations are also footing the bill for our failed efforts to halt immigration into Europe. I have only one request. I would like the changes to the Schengen Code not to be used as a pretext for limiting the freedom of movement of citizens of the European Union’s Member States. Such proposals have been made for many years in respect of the Polish-German border, to the disadvantage of Polish citizens. It will be easier to reach an agreement if we have a full guarantee that changes to the Schengen Code will not affect the citizens of the Member States."@en1
