"As required each year, the European Parliament has delivered its opinion on whether or not the Union budget has been properly implemented by the various agencies and institutions who are responsible for it. The allocated sums are earmarked for specific purposes, and the aim of the discharge procedure is to check in retrospect that these purposes have been adhered to. This is an important prerogative of Parliament, as illustrated for example by its influence on the resignation of the Santer Commission in 1999. This year, together with the vast majority of Members of the European Parliament, I refused to grant the Council of Ministers discharge in respect of its activity in the 2009 financial year. The institutions whose activities are audited by Parliament through the Committee on Budgetary Control, of which I am a member, are obliged to cooperate with that committee, for example by providing it with all the documents that are needed to ascertain that public money is being properly used. However, in this instance the Council’s cooperation was completely inadequate. This is why we decided to postpone the discharge until the autumn, so that the checks required for the sake of budgetary transparency can be carried out."@en1
