"Illegal, unreported and unregulated (IUU) fishing remains one of the most serious global threats to the sustainable exploitation of living aquatic resources. The fight against IUU fishing is an essential component of the common fisheries policy, and the EU should be able to foster international cooperation on this matter by participating actively and constructively in the adoption of an international instrument on port state measures.
The EU is a member of the United Nations Food and Agriculture Organization and of 13 regional fisheries management organisations (RFMOs). Port state mechanisms adopted within RFMOs have been implemented through EU law, which also provides for comprehensive rules on access to port services, landings and transhipments of fisheries products by third-country vessels in EU ports, and cooperation and assistance mechanisms between the EU and third countries."@en1
