". − The basis of this report is the draft decision of the Council relating to the signing of the agreement on the Protection and Sustainable Development of the Prespa Park Area; the Prespa hydrographic basin. The European Union has longstanding legislation protecting its waters, namely the 2000 Water Framework Directive, which establishes the objective of protecting all waters – rivers, lakes, ground-waters and coastal waters – and which, in the case of shared hydrographic basins extending beyond administrative and political borders, provides for the coordination of efforts in order to achieve this objective. The Prespa hydrographic basin is shared between Greece, the former Yugoslav Republic of Macedonia (FYROM) and Albania. The FYROM is a candidate for EU accession and Albania is a potential candidate. It has therefore become necessary to establish an international agreement for pursuing the objectives of the Water Framework Directive, namely protecting biodiversity and the ecosystem services of this area. I voted in favour of this report, previously adopted unanimously by the Committee on the Environment, Public Health and Food Safety."@en1
