lpv:translated text	"I commend the work carried out by the rapporteur, Mr Stavrakakis, and all those who participated in the drafting of the texts relating to the granting of discharge for the financial year 2009. We can say, in general terms, that the results achieved in 2009 are better than the previous results. Nevertheless, it is true that even with respect to the current financial year, the Court of Auditors has noted, in more than one agency, a high level of carryovers and cancellations of operational appropriations and a high number of transfers. Some agencies have also shown a number of weaknesses in procurement procedures. Certainly, the present context of severe economic crisis must be taken fully into consideration when reviews and assessments are undertaken, but it is also important to highlight the need for a general improvement in the management of subsidies."@en1
