"Madam President, my speech will concern the granting of discharge to the European Medicines Agency, but I could have made more or less the same speech about the European Food Safety Authority. I have to say that the Committee on Budgetary Control has done an absolutely excellent job, and that if there were ever a time for Parliament to state its position, it is during the vote on discharge. Therefore, there is indeed a budgetary aspect to what I am going to say, and it relates to the EMA’s work. Firstly in terms of its passivity in the benfluorex, or Mediator, affair – it is totally unacceptable. Secondly, in terms of the management of conflicts of interest, and I shall give just one example. I have publicly denounced, together with our colleague Mrs Parvanova and a group of NGOs, the truly scandalous case of the Agency’s Executive Director. This whole affair has been managed by the Agency’s Management Board in an extremely casual way, which makes it impossible to build trust. The role of our agencies is to give us the means to take decisions and to enable our fellow citizens to have confidence in the guidelines that are given. That is why I strongly support the postponement of discharge and will vote in favour only if we are fully satisfied with regard to conflicts of interest."@en1
