lpv:spoken text	"Madam President, for 12 years, I have been asking the Commission and the Council a question which has remained unanswered, as they claim it is hypothetical. On Thursday, the people of Scotland voted in the Scottish parliamentary elections and the Scottish National Party won an overall majority of seats. The prospect of a referendum on Scottish independence is now not a matter of ‘if’, but rather of ‘when’. Under these new circumstances, I therefore ask the Commission and the Council, once again, whether, if part of an existing EU Member State should choose to separate, the new state would remain a member of the EU, or whether it would have to reapply for membership. The people of Scotland deserve a clear answer to a clear question."@en1
