The European Neighbourhood Policy was supposed to promote the values of democracy and human rights, yet the events that have been taking place in the Southern Mediterranean since the start of the year show that we failed on that score. Admittedly, cooperation in areas such as education and modernisation of the economy has borne fruit. The same cannot be said of good governance, judicial reform and democracy, which are nonetheless headline objectives of the European Neighbourhood Policy. This text has the merit of proposing solutions for radically rethinking this policy. I hope that the European Commission and the Council will be able to take inspiration from it."@en1
