"All European countries which fulfil the EU accession criteria should have the prospect of EU membership. The ENP Eastern Dimension should clearly value this underlying principle as such, and ensure that our neighbours in Eastern Europe will be able to concretely see a reliable prospect of future membership. The strongest incentive for democratic and political reforms and creating civil society is, and will remain, the prospect of EU membership. While future applicants should do their homework in full, the EU has to prove without any doubt that our commitment to enlargement remains valid and credible. To strengthen this credibility and to diffuse any doubts about double standards, the EU should make it absolutely clear that relations with our Eastern neighbours must be grounded, first and foremost, on democratic values, respect for human rights and the rule of law. As each country should be assessed on its own merits, the basic values must be equally respected in every country, notwithstanding concrete economic and political interests of particular Member States. The same principles should be applied to relations with Russia, where the rule of law and human rights situation is worse than in most ENP countries."@en1
