"Mr President, progress in least developed countries reflects our own development policies and those of the international community. The rise in the number of countries classified as least developed is a clear indication that it is time to review our policies, our instruments and our resources. The poorest countries are very susceptible to war, crises and widespread poverty. Hence, it is vital that we continue to work to establish peace, stability, democracy and human rights. Three other elements should be taken into account. Firstly, we need to re-examine internal factors such as corruption, the lack of democratic safeguards and property rights loopholes, which cause these countries to remain underdeveloped. Secondly, we need to enhance our economic approach by providing greater support for farmers, for SMEs and for good use of State resources with a view to creating new instruments. Lastly, we need to make our aid instruments more targeted and ensure that they are consistent with the Millennium Development Goals. If we adjust global development policies to reflect the real needs in each country and greater participation by the private sector and civil society, we will be better able to rise to the challenges of the next decade."@en1
