lpv:translated text	"Article 325 of the Treaty on the Functioning of the European Union obliges the European Commission and Member States to protect EU financial interests and fight against fraud in the areas in which the responsibility is shared between the Union and Member States. I believe that, in general, the European Commission’s report entitled ‘The protection of Community financial interests – Fight against fraud – Annual Report 2009’ does not give information on the estimated level of fraud and irregularities in individual Member States, but concentrates rather on the level of reporting. The results, in my view, cannot be regarded as empirical evidence of the level of fraud and irregularities, precisely because you cannot glean from it a comprehensive view of the actual situation in terms of fraud and irregularities in the Member States. I therefore agree with the rapporteur, who believes that the most appropriate approach is to base conclusions on the situation regarding the protection of EU financial interests and combating fraud as in the annual report of the Court of Auditors on the implementation of the budget, which represents the most reliable source of information, while the reports of the Commission and the European Anti-Fraud Office (OLAF) chiefly provide information on specific cases."@en1
