"Given the difficult economic and budgetary conditions that the Member States are experiencing, Parliament should show budgetary responsibility and restraint in the 2012 financial year without, however, jeopardising its aim of legislative excellence. The budget in question has been cut by 2.3% in real terms when compared to the 2011 budget, and has suffered a total cut of EUR 48.9 million when compared with the proposed estimates. This is particularly due to cuts in spending on buildings, on the cost of the 18 new Members, and on the accession of Croatia. These two latter points will be the subject of an amending budget later. Investment in young people is a key priority at present for the Group of the European People’s Party (Christian Democrats).
To this end, the rapporteur proposes lowering the ceiling of heading 5 of the multiannual financial framework for 2012 by EUR 100 million, and raising other headings which favour young people by the same amount. Finally, I would like to emphasise that the elimination of the budget line for the House of European History will not jeopardise its viability since the amount will be transferred to another heading, in line with a transparent process that is approved by the budgetary authority."@en1
