Thus, the initial draft of the report, which made provision for the realisation of a House of European History with exorbitant running costs, was absolutely contrary to my firm belief in budgetary restraint where public money is involved. It is therefore necessary that all financial guarantees relating to this project are clearly identified before any work can start.
