"It was essential to take into account the current economic and budgetary difficulties in the vote on the Fernandes report on the estimates of Parliament’s revenue and expenditure for 2012. Thus, the initial draft of the report, which made provision for the realisation of a House of European History with exorbitant running costs, was absolutely contrary to my firm belief in budgetary restraint where public money is involved. It is therefore necessary that all financial guarantees relating to this project are clearly identified before any work can start. The European institutions must respect real budgetary discipline, especially in the current economic crisis."@en1
