The first days when refugees arrive in Europe are crucial in determining their status and European countries must, by 2012, improve their asylum procedures at that very first stage, according to the report. Notably, the adopted report calls on EU countries to enhance the minimum procedural safeguards, particularly as regards the right to free legal assistance, the right to information, and the right to personal interview; to give special attention to vulnerable applicants, like children; and the adoption, in codecision with the European Parliament, of a common list of safe third countries."@en1
