With the implementation of the European Neighbourhood Policy, partner countries are gradually being given the opportunity to participate in certain Union programmes and agency activities. This is one of many measures aimed at promoting reforms, modernisation and transition in countries neighbouring the European Union. In June 2007, the Council of the European Union once again stressed the huge importance of the European Neighbourhood Policy, and therefore this protocol will create the conditions for Ukraine to participate in important EU programmes and benefit from EU best practices contributing to the development of democratic processes."@en1
