lpv:translated text	"The Council’s draft recommendation regarding the establishment of a protocol which stipulates fishing quotas and financial contribution as set out by the partnership with the fisheries sector of the Union of the Comoros is intended to outline the role that the European Parliament should play in the procedure of reviewing this agreement. Europe has always pursued partnership agreements in the fisheries sector and the partnership with the Union of the Comoros has been in force since 1988. The objective of this new protocol is to set out the fishing quotas to be offered to fishing vessels of the Union of the Comoros, providing a sustainable and responsible use of fishery resources, increasing investment in small-scale fisheries and enhancing their activity. The draft Council decision on the project ensures that both partners, Europe and the Union of the Comoros, will benefit from the renewal of the agreement but, since, with the entry into force of the Treaty of Lisbon, Parliament has gained a specific role in the implementation of the agreements, it seems inevitable that, at each step until the final approval of the agreement, we must identify the measures that will involve Parliament."@en1
