"Given the importance of this issue and the strict time constraints to which Parliament has had to work, we can all be pleased with what we have accomplished. In general, I agree with the priorities identified by the various reports, particularly the recognition of professional qualifications, the portability of pension rights, the rationalisation of procurement procedures, initiatives for small and medium-sized enterprises (SMEs), and access for all to certain basic banking services Certainly, in my opinion, other measures deserved to be highlighted, such as the issue of collective resources, but I am well aware that it was difficult to decide between these 50 proposals. I am also pleased that we were able to reach a compromise on the social clause, which states that any legislation on the Single Market should be subject to a social impact assessment and, if justified by the findings, should contain a reference to political and social rights. Finally, another reason for us to be satisfied is the fact that Parliament calls for guaranteed access, quality and affordability of services of general economic interest (SGEIs) and social services of general interest (SSGIs), and invites the Commission to take sectoral legislative initiatives in this area."@en1
