"Mr President, I would like to thank the Commissioner for his 12 measures on the Single Market Act, and for being inspired by the Mario Monti report, but I would like to mention one name which is important here, and which can surely be agreed on by all of us who have worked on internal market activities in the Internal Market and Consumer Protection committee, and that is the name of Malcolm Harbour. His is surely one of the most important names in today’s session. The Commissioner will not be offended, because he was sitting with us in the committee when Malcolm Harbour came up with the internal market initiative, an initiative which re-opened the whole debate on the internal market, and everyone – regardless of their political affiliations, whether socialist, green, liberal or from the European Conservatives and Reformists themselves – I would say almost everyone, supported this idea, which is why I want to mention the name of Malcolm Harbour. In my opinion, we now have to fight against economic nationalism, and time is just one of our enemies in that fight. In relation to the lack of time, I am pinning my hopes on Commissioner Barnier being able to turn these 12 measures into legislative measures."@en1
