lpv:translated text	"Mr President, Commissioner, ladies and gentlemen, one reason for the problems of the Single Market is poor governance. At present, an inexcusably large number of directives are waiting too long to be implemented nationally. Far too many have also been implemented unsatisfactorily or incorrectly. The Member States must themselves take responsibility for the viability of the Single Market. Common rules that are not respected in any tangible way are of no value. One danger lies in the inequality of EU citizens. Rights and obligations must be the same for all EU citizens and companies. In my opinion, Mrs Kalniete’s report does not sufficiently stress the importance of the role of the European Parliament. Under the Treaty of Lisbon, Parliament’s role as a legislator must be on a par with that of the Council. I am convinced that the re­launch of the Single Market will rely on the equal participation and close cooperation of all the EU institutions. Only by acting together can we achieve the objectives that were originally set for the Single Market. These are: the promotion of competitiveness, a social market economy and sustainable development. In his speech in yesterday’s plenary, Mr Schulz emphatically stated that neither the President of the Commission nor the President of the European Council has the right to play down the role of Parliament. The credibility of EU policy and the future of the European Union ultimately depend on effective democracy. The legitimacy of Parliament’s work is assured by 500 million European voters in a direct national election. It is they who are among Europe’s most important people of influence, actors and decision makers. The viability of the Single Market and the future of the European Union, too, depend on how they behave and the decisions that they take."@en1
