". Mr President, I would like to start by offering my most sincere thanks and congratulations to all the rapporteurs for the work they have put into preparing their reports. These reports are a key factor in the implementation of the common fisheries policy. At the same time, attention should be paid to the difference in opinions between the European Parliament and the European Commission with regard to international agreements. It is accepted practice for the European Commission to be unduly secretive when it comes to negotiating agreements with third countries, contrary to the provisions of the Treaty of Lisbon, which provide for greater involvement by Parliament in the drafting of normative acts. This runs counter to the principle of transparency and limits the role of Parliament, which after all must perform a supervisory function. Influence over the negotiating process would allow Members to discharge their mandate properly as Members of the European Parliament. Commissioner, I would call for the Members of the European Parliament to play a greater role in the negotiating process, since the current system, whereby a general report on negotiations is issued by a European Commission official, is inadequate."@en1
