"The Member States unanimously agreed that Gaddafi should go. There is no contradiction in engaging in dialogue with the people we think we should talk to. That was probably what Lady Ashton was referring to. For instance, we have received here representatives of the opposition to Colonel Gaddafi.
Having said that, the military action was not a decision of the European Union as such. Some Member States on the United Nations Security Council decided, based on a consensus reached in the European Council, to implement a no-fly zone. But it was not a decision of the European Union as such because there were some differences in the approach to the situation. We have to recognise this. The reality is that there were differences over the way in which we should handle the Libyan issue.
However, I also agree with what President Van Rompuy said: without this position taken by the European Council, the decisions of the Security Council could not have been made. These were historic decisions in the sense that they implement the responsibility to protect."@en1
