"We all agree that the European Union is more than just a common market and that it is also a political project to ensure that there is democracy on the continent, and that the rule of law and human rights are upheld, promoted and strengthened. If this were not the case, I do not think there would be much difference between us and China. This is the case in all Member States, including Hungary. The government there has now issued a new draft constitution that is due to be adopted in mid-April. It contains some worrying – in my opinion – references to voting rights for minors, bans on abortion, bans on same-sex marriages, irredentism and curbing institutions to see that they carry out the government’s will. President Barroso, what will the Commission do to defend the common European constitutional principles of democracy, the rule of law and fundamental rights as set out in Article 2 of our Treaty, when these are at stake in Member States, as is the case today in Hungary?"@en1
