I voted in favour of this report, as I believe that the entry into force of the Treaty of Lisbon and its clarification of the EU’s competences in the area of international trade provide a good occasion to reaffirm the EU’s role in this area and the European Parliament’s role, power and responsibility for decision-making within the EU’s institutional framework. The EU’s dual-use regime should be organised in a more transparent and democratic way. Full European Parliament involvement, through the application of the Treaty of Lisbon’s obligations and its joint interpretation agreed by the European Parliament and the European Commission within the new framework agreement, would be crucial to achieving this objective. It is a recasting of Regulation (EC) No 1334/2000 in the light of the current international framework. In fact, the widening of the scope of dual-use export controls is essential if these are to cover controls on transit and brokering, and the penalising of illicit brokering of dual-use items linked to, for example, a weapons of mass destruction programme."@en1
