"The relationship between centres of instability – social, economic or political – and migration flows toward the European Union is clear. The Union’s foreign policy cannot simply be not removed from this phenomenon: it must seek to understand it, and monitor it to the greatest extent possible. In truth, the EU needs to take measures to optimise the use of its financial resources and institutional structures, and effectively manage migration flows resulting from the instability that currently exists in several areas of the world. A policy of prevention that uses the most appropriate foreign policy instruments, with a view to tackling and confronting the causes of instability, could help to transform the current ‘desperate necessity’ for emigration into an ‘opportunity’ for emigration. The rule of law needs to be promoted, human rights protected, and the development of democracy and economies fostered. Without these common development efforts in the countries involved, working alongside their people and social structures, it will not be possible to contribute effectively to instability reduction."@en1
