"Mr President, ladies and gentlemen, the issue of providing adequate financial resources to guarantee the decommissioning of nuclear power plants has already been tackled by European Union legislation on the safety of the nuclear sector. Today, in the light of recent international events and the consequent decisions of the governments of the Member States in this regard, the issue is highly topical.
We have expressed our backing for Mr Marinescu’s work, which deals with the specific cases of a number of countries which, upon accession, took on particular obligations on decommissioning nuclear power plants and received special support from the European Union for this very activity.
Specific cases aside, on this issue we are duty-bound to establish an effective monitoring system to check and test the nuclear plants within EU territory. Indeed, the number of reactors that are thought to need to be decommissioned in EU territory in the near future is rather high.
It will therefore be essential – including and above all in such cases –, to ensure the provision of guarantee mechanisms for setting aside adequate financial resources required to tackle both ordinary and extraordinary requirements."@en1
