"Madam President, Mr Van Rompuy, Mr Barroso, I would like to thank the chairs of the political groups for cancelling their meeting of the Conference of Presidents so that this debate could be held in plenary pursuant to Article 15. Concerning the stability mechanism, I would like to follow on from what Mr Lamassoure said by raising the issue of political control and specifically the issue of regulating this mechanism, and to find out who is going to grant budgetary discharge for this financial instrument. I will conclude my speech by asking whether the moment has not come for the Commission to provide us with a comprehensive report on public support to credit institutions, and in particular on all financial flows and on sovereign debt. Finally, I suggest that we consider the possibility of creating a European public rating agency to address the major problems we are having with private agencies, because rating a country is very different from rating a private company."@en1
