"Mr President, Commissioner, ladies and gentlemen, violence against women is a serious violation of human rights, as we have all already asserted. It is an old and global problem, affecting countries that are culturally and geographically distinct; that are more- and less-developed. This situation is frequently associated with dysfunctional families; families in the most marginal social and economic strata. Nevertheless, in truth, it is a phenomenon that exists in many families, irrespective of their level of education, economic position or social standing. It is estimated that nearly a fifth of women in Europe have been the victim of acts of physical violence at least once during their adult lives. The priority is therefore to provide support for women who are victims of violence, and this report contains a set of initiatives with this aim: notable among these are legal assistance for victims, stronger and more effective criminal investigation, the important measure of creating refuges for victims and establishing an emergency number, and provision for deterrent penalties commensurate with the seriousness of the crime. The damage to the physical and mental health of women who are victims is incalculable, but society also bears high costs. Combating this phenomenon therefore requires political and social mobilisation. After all, this is a question of ensuring equality and development. For this reason, the organisation of a European year of combating violence against women is to be welcomed, as it will have the effect of raising awareness of this terrible scourge among the European public."@en1
