"The Commission is seeking to simplify and complete the regulatory framework on consumer rights, and it is therefore proposing the fusion of the four existing directives into a single legislative instrument. On the one hand, this proposal envisages giving consumers throughout the 27 Member States a high level of confidence in the protection of their rights, and, on the other hand, envisages that the entities that provide goods and services will reduce the legal and administrative obstacles to cross-border sales. The adoption of this report is another step towards the full achievement of the internal market, since the existing legal fragmentation is a deterrent for both consumers and businesses when they want to conduct cross-border trade. The proposal allows for full harmonisation, aimed at contracts signed away from business premises and distance contracts, particularly transactions carried out online. At the same time, the rapporteur includes flexibility clauses that allow the Member States to maintain a high level of consumer protection. The application of a set of rights and duties for consumers and businesses under a single legal framework will enable a simplified network for the growth of internal market transaction."@en1
