"I voted in favour of this resolution on a single application procedure for a single permit for third-country nationals to reside and work. This document establishes a single application procedure for third-country nationals who wish to be admitted to the territory of a Member State in order to work there, and offers them a secure legal status. This will undoubtedly simplify the often complex administrative procedures for receiving economic migrants. I agree with the rapporteur’s position that one of the best ways of combating illegal immigration and undeclared work is to develop balanced legal immigration channels which meet the needs of our labour markets. Economic immigration is a reality on which we must impose order, but it is also a necessity in view of the demographic and economic challenges which the EU will face in the near future. It is important to note that this proposal does not stipulate the conditions for admitting third-country nationals. Member States retain the power to decide these conditions and to set the number of migrants that they wish to admit to their territory for employment purposes. It is time for the European Union to legislate on economic immigration in order to establish an approach common to the 27 Member States. The changes brought about by the Treaty of Lisbon have made this progress possible, and it is now up to us to make it a reality."@en1
