"I voted in favour of the text of this resolution because I think that the European Union’s Generalised System of Preferences (GSP) is one of the key instruments to make it easier for developing countries to achieve growth. For this very reason it must be put into practice without delay. As far back as 1971, the European Union stood out from the other economic powers as it was the first to establish a preferential tariff system for developing countries. The main aim is to eradicate endemic poverty everywhere, enabling countries in difficulty to draw the greatest benefits from international trade. Now the tariff agreement is close to expiry and the Commission has decided that the new proposal will be tabled in the coming months, though its entry into force will be delayed until at least the second half of 2012. This delay will result in a legal vacuum of more than six months, causing a discontinuity in the programme that even risks putting the many results already achieved under threat. I hope that this lamented delay will not cause the use of the generalised tariff system to decline and that the new agreement will provide a stimulus for the implementation of a global trade system based on ethics and democracy."@en1
